In celebration of Tax Academy’s 10th Anniversary

A glimpse of Tax Academy’s contributions to the tax community

The Tax Academy of Singapore (TA) was set up in 2006 by the Inland Revenue Authority of Singapore in collaboration with the international accounting firms – Deloitte & Touche, Ernst & Young, KPMG and PricewaterhouseCoopers, the Institute of Singapore Chartered Accountants and the Law Society of Singapore.

A not-for-profit institution, TA’s mission is to raise the professional competency of the tax community and to develop its standing as a leading centre in taxation and regional tax knowledge hub.

Over the years, TA has achieved many milestones with the support of its stakeholders and the tax community:

  • 2006

TA introduced structured Income Tax courses. The Executive Tax Programme Level I gives participants the proper grounding in the fundamental concepts of taxation. Executive Tax Programme Level II explores tax principles in greater depth and the application of those principles.

  • 2007

TA set out a clear development pathway for tax professionals with the Income Tax and GST courses. The Advanced Tax Programme which spans over eleven months was offered as the pinnacle TA program. Participants who take the Advanced Tax Programme are eligible for credits under the UniSIM’s Master of Taxation programme.

The signature conference “Attribution of Business Profits and the Taxation of Permanent Establishments” was well attended by 250 participants.

  • 2008

TA facilitated tax training for the smaller firms by introducing the FasTax series. FasTax series is designed to give sharp and practical training on topical subjects in tax compliance, tax practices and tax updates.

TA signed a Memorandum of Understanding with CPA Australia to design, develop and deliver the first Singapore Taxation module for the CPA Australia Program. CPA candidates will gain a good overview of the Singapore Tax System and a sound foundation on the principles and concepts of taxation of individuals, businesses, corporations and GST and their applications.

  • 2009

TA supported the setup of the Singapore Institute of Accredited Tax Professionals (SIATP), the first Singapore institute for accredited tax professionals to promote the standards of tax practice and the technical competence and capability of the tax professionals.

To interest students in tax and join the tax profession, TA sponsored book prizes to the top performing students studying taxation modules in the three leading local universities – National University of Singapore, Nanyang Technological University and Singapore Management University.

  • 2010

TA, in partnership with leading universities such as the International Tax Center of Leiden University and the University of New South Wales, delivered the new International Tax Programme and Transfer Pricing Programme.

TA collaborated with the Tax Executives Institute (TEI) to hold the annual TEI US Tax Conference in Singapore. The course was delivered by expert practitioners from top tax and legal accounting professions from Singapore, US, Japan, Thailand and Hong Kong.

  • 2011

TA launched the first Taxation Book “The Law and Practice of Singapore Income Tax” written by the tax community. The book was well-received and the second edition was launched in 2013.

  • 2012

TA championed the development of international tax expertise and launched the Advanced Management Programme in International Tax, in partnership with the International Tax Center of Leiden University and Nanyang Technological University.

TA hosted a joint programme with international institutions IMF and IBFD on “Challenges of Reforming Tax and Customs Administrations”. The programme broadened tax officials’ perspectives of global developments in tax policy formulation and tax administration and provided a forum for exchange.

  • 2013

TA organised a record number of eleven classes of the Singapore Tax Experience programme for government officials from the region such as India, Maldives, Bhutan, China and Sri Lanka.

  • 2014

TA set up the SMU-TA Centre for Excellence in Taxation (SMU-TA CET) with the Singapore Management University. The SMU-TA CET is the first centre in Singapore that is dedicated to research on taxation. It undertakes policy-relevant and practice-oriented research, and provides thought leadership in international tax with a particular focus on Asian economies and tax systems. The centre partners and offers opportunities for academia, industry leaders and government officials to be part of the Centre to undertake and produce multidisciplinary research on international taxation, from legal, economic and public policy perspectives.

  • 2015

TA enhanced the tax training roadmap and introduced the structured International Tax training programs. The apex of the International Tax training is the revamped Advanced Management Programme in International Tax.

The inaugural conference by the SMU-TA CET was led by international and local tax experts and researchers shared their papers and findings on international tax developments.

As TA celebrates its 10th Anniversary this year, it will continue to strive and deliver high quality tax training programmes to support the learning needs of the tax community and promote the exchange of tax knowledge.
