Briefing Session on Model Intergovernmental Agreement to Improve Tax Compliance and to Implement FATCA

The Tax Academy of Singapore will host a briefing session for business on the “Model Intergovernmental Agreement to Improve Tax Compliance and to Implement FATCA” at Revenue House in Singapore on 26 September. Developed by the United States, France, Germany, Italy, Spain and the United Kingdom, and released on 26 July, the model allows the implementation of the Foreign Account Tax Compliance Act (FACTA) through automatic exchange between governments, reduces compliance costs for financial institutions and provides for reciprocity.

The model agreement also calls on the OECD to work with interested countries to adapt the terms of the agreement to create a common model for automatic exchange of information, including the development of reporting and due diligence standards for financial institutions. The briefing session will provide business with an opportunity to hear from key US Treasury officials about the model’s background, operation and latest developments. The model will be presented by Ms. Manal Corwin (Deputy Assistant Secretary for International Tax Affairs, US Department of Treasury) and Mr. Michael Plowgian (Attorney-Advisor, Office of the International Tax Counsel, US Department of Treasury). Representatives from the OECD Secretariat will provide context on related OECD developments in the area of exchange of information. Participants will be given an opportunity to ask questions.
