Professor David Rosenbloom, Director for International Tax Program New York University School of Law
H. David Rosenbloom is an attorney specializing in international tax matters. He is a member of Caplin & Drysdale, Chartered, a law firm in Washington, DC, and retired in May 2025 as the James S. Eustice Visiting Professor of Taxation and Director of the International Tax Program at New York University School of Law. Born in New York, NY in 1941, Mr. Rosenbloom attended Princeton University, the University of Florence in Florence, Italy, and Harvard Law School. He served as President of the Harvard Law Review, assistant to Ambassador Arthur Goldberg at the U.S. Mission to the United Nations, and clerk to Justice Abe Fortas at the United States Supreme Court.
Mr Rosenbloom was International Tax Counsel and Director of the Office of International Tax Affairs in the United States Treasury Department from January 1978 through January 1981. A frequent speaker and author on tax subjects, he has taught international taxation and related subjects at Stanford, Columbia, the University of Pennsylvania, Harvard, and New York University Law Schools, and at educational institutions in Taipei, Mexico, Italy, Australia, Germany, Switzerland, Brazil, Portugal, Austria, and South Africa. He has also served as a tax policy consultant for the U.S. Treasury, the OECD, and the World Bank, and in Eastern Europe, the former Soviet Union, Senegal, Malawi, the Baltic countries, Colombia, and Ukraine.

Professor Dr René Matteotti, Professor of Law Chair in Swiss, European and International Tax Law Attorney at Law, LL.M. Tax Faculty of Law, University of Zurich
René Matteotti is a tax attorney and Professor of Law at the University of Zurich, specializing in Swiss, European, and international tax law. He has more than 25 years of experience, with expertise in corporate tax law, transfer pricing, GloBE minimum taxation, and governmental advisory work. He represents clients before tax authorities and the courts, primarily assisting multinational groups with dispute resolution arising from tax audits, ruling requests, and mutual agreement procedures. René has successfully represented both publicly and privately held multinational corporations in complex withholding tax disputes before the Swiss Federal Tax Administration, reaching amicable resolutions.
He frequently provides expert opinions to government agencies and business associations on complex tax law matters. Among other contributions, he advised on the Swiss-US Exchange of Information Agreement in connection with the landmark case United States of America v. UBS AG (2009), the Federal Act on Alcohol Tax (2013), the Automatic Exchange of Financial Information Act (2016), the Federal Act on Tax Reform and Pension Fund Financing (2020), and the implementation of the GloBE minimum taxation into Swiss law (2023 and 2024).
René Matteotti is a member of the Tax Chapter at EXPERTsuisse, the Swiss-American Chamber of Commerce, and the Joint Tax Committee of the German, Austrian, and Swiss Tax Expert Associations. He serves as Editor-in-Chief of the Swiss tax journal ASA and is President of the Swiss Association of Tax Law Professors. In addition, he is a member of the Permanent Scientific Committee of the International Fiscal Association (IFA) and represents Switzerland as delegate to the European Association of Tax Law Professors (EATLP). In spring 2025, René was appointed Global Professor of Law at New York University, where he taught double tax treaty law and international tax policy.
Widely published, René has authored books and numerous academic articles in the field of tax law. He is a frequent speaker at conferences in Switzerland and abroad and is consistently ranked in Chambers, WorldTax, and Lexology as one of Switzerland’s leading tax experts.

Mr Justin Jerzy Tan, Senior Lecturer Vice-Dean (Student Affairs)
Justin holds an LLB (NUS, 1st Class Honors), BBA (NUS) and an LLM in tax (NYU, where he was a Vanderbilt scholar). He practised tax law at Baker & McKenzie.Wong & Leow, advising on the international tax aspects of cross-border transactions.
Justin has published articles on tax and torts. He is also a co-author of the 42nd and 43rd editions of Singapore’s Master Tax Guide and the Singapore Income Tax Concise Casebook. He also does tax consulting work for various law firms.

Ms Ng Pei San, Tax Director (International Tax and Relations – Policy Branch) Inland Revenue Authority of Singapore (IRAS)
Pei San leads the Transfer Pricing and Dispute Resolution Branch in Inland Revenue Authority of Singapore (IRAS), which handles transfer pricing policy formulation, negotiation of Advance Pricing Arrangements and Mutual Agreement Procedures relating to transfer pricing issues with foreign tax authorities. She has experience in tax policy work and international taxation matters.

Mr Sam Sim, Member, International Fiscal Association Permanent Scientific Committee Member, SMU STARI Academic Experts Panel Board member, Tax Analysts (USA)
Sam was taught by Prof Rosenbloom at the NYU School of Law Masters of Tax Program. In his academic capacity, he has taught taxation at the graduate level for more than 10 years, including for SUSS Masters of Tax program, Leiden International Tax Centre Executive programs, Fudan University, Universitas Indonesia and the IBFD. He has published various books and articles with Wolter Kluwer CCH, Lexis-Nexis, Bloomberg BNA and IBFD. He had also served as senior advisor to Prof Dr Jeffrey Owens at the Vienna University (WU) Global Tax Policy Centre, Senior Fellow at the Tax Academy and is presently member of NYU’s International Tax Program Practice Council. He was previously an examiner and member of the UK Chartered Taxation Institute Advance Diploma in International Tax (ADIT) Committee.
Sam held global responsibilities at a Forbes 50 Tech MNE, a FTSE 100 international bank and a sovereign-owned fund. He was previously a tax attorney in New York and served as Asia President and subsequently Regional Vice-President (Europe, Middle-East, Africa, Asia and Latin America) of the Tax Executive Institute, Washington DC. He has a multidisciplinary background with graduate degrees in law (NYU LLM), Accounting (SMU) and economics (Cambridge).

Mr Vineet Rachh, Vice President - Taxes Procter & Gamble (Asia Pacific, Middle East & Africa)
Vineet Rachh currently leads Taxes for the Asia Pacific, Middle East, and Africa at Procter & Gamble. He is an Accomplished Tax Leader with over 30 years of experience across Asia Pacific, Europe, and Africa. He specializes in areas such as Advance Pricing Agreements, Mutual Agreement Procedures, Tax Controversy, and International Taxation. As a recognized authority in the field, Vineet has represented at prominent global tax forums, including the OECD, G20, and the African Tax Administration Forum. His insights have contributed to shaping meaningful dialogues on transfer pricing, international taxation, and tax policy matters. Vineet is a sought-after speaker at international tax conferences and academic programs. He has delivered sessions at prestigious institutions, including the University of Lausanne (Switzerland), WU (Vienna University), and the Tax Academy of Singapore. He is also a Member of the Curriculum & Examination Committee at the Tax Academy of Singapore.
